In these salary levies the re can only,

in this fallible world, be a rough ap rox-

imation to the ideal principle of "equality

of sacrifice". After studying the Governor's

explanations, I do not feel that we can

usefully criticize the scheme which has

been adopted; and provided that the levy

is regarded as a purely temporary measure

to meet an immediate emergency I doubt if
